Since the purpose of comment spam is to create more links to sites and boost page ranking, ignoring those links would remove the incentive to spam. Yesterday Google announced a program to do just that, by working with blog software makers, who can modify their software so that links within comments get a rel="nofollow" attribute that will tell Google to ignore the links.
