These people, even the 'knuckleheads,' are by no means insurgents! These are poor folks; in unbelievable conditions. They have absolutely no intention of overthrowing an occupying army; or the government!
They definitely must not be regarded as such.

Please note the Army Times IS NOT the Army. It is a Garnett publication aimed at an Army readership. I also doubt that the man quoted as saying "insurgency" actually knows the word's definition and all its implications. The active duty components headed to New Orleans are prohibited from engaging in police activites per the 4th Amendment. They truly want to help the people of N.O., even if it is with the grim task of recovery rather than rescue. Sadly, they are being called in too late- to mask the ineptitude of FEMA and the DHS.
