Access television was home to all kinds of low budget, quirky content put together by pretty much anybody with a will to work through whatever training and bureaucracy was required. If you give people access to the airwaves and lower your expectations about quality of presentation, you could find occasional gems on the access channels. With lower barriers to entry, better production technology, and potential millions of channels for delivery along with searches and filters, you might find thousands of gems, delivered at no cost to your computer, then possibly to your home theatre.
