The budget didn't decrease, but the emphasis shifted from scientific missions to manned space travel. Friedman doesn't mention it, but I can't help thinking the shift is driven by strategic military thinking. Not necessarily a bad thing, in fact a new space race might stimulate all kinds of cool innovation.
